Overview
Extends the OS resources regression harness so secp256k1 and secp256r1 syscalls are exercised in OsResourcesTestContract and included in measured syscall overhead instead of being skipped.

test_os_resources_regression drops the ten SECP selectors from UNMEASURABLE_SYSCALLS and treats Secp256k1New / Secp256r1New as syscalls that may appear twice in traces (generator setup). blockifier_versioned_constants_0_14_4.json updates execute_syscalls step counts for all SECP syscalls to match the new measurements (modest reductions vs prior values).

OS Cairo SECP*_GAS_COST constants are lowered in line with those costs, and program_hash.json, constants.cairo (ALLOWED_VIRTUAL_OS_PROGRAM_HASHES_2), and the 0.14.3→0.14.4 diff regression snippet record new OS / virtual OS program hashes for client-side proving allowlists.
