Overview
OS resource regression testing now treats all fee-transfer syscalls as trailing noise, not only the final EmitEvent.

A fixed FEE_TRANSFER_SYSCALLS list (10 selectors) documents the expected fee-transfer trace. A new test_fee_transfer_syscalls runs a no-op __execute__ invoke and asserts the full syscall list matches that constant. test_os_resources_regression splits the transaction trace at the suffix of that length, checks the tail against the constant, and measures only the prefix; it also fails if extra syscalls remain after measurement.
