Overview
Adds test_execute_txs_inner_resources, which runs a minimal invoke through the full OS, subtracts blockifier execute/validate VM resources from the per-tx OS trace, and treats the remainder as the execute_txs_inner constant cost for InvokeFunction (calldata scaling factor 2 is asserted but not re-measured yet).

Test setup now funds the stable measurement contract so invokes can be sent from that address. blockifier_versioned_constants_0_14_4.json updates the invoke constant overhead: n_steps 4348 → 4790, range_check_builtin 90 → 110, aligned with the new expect-file snapshot.
