Extracts duplicated sierra-compiler hybrid sequencer service settings into configs/overlays/hybrid/common/services/sierra-compiler.yaml, covering the shared configList, compiler port/URL, max_bytecode_size, and ClusterIP service on port 55007.

mainnet, sepolia-alpha, and sepolia-integration overlays now include that common file and only set sierra_compiler_config.audited_libfuncs_only (true on mainnet and sepolia-alpha, false on sepolia-integration).
