Hi,
KhronosGroup/SYCL-Docs#628 have been merged who add 2 new constructor the context and one new behavior (the context ctor should throw when a devices list is empty).
This PR add this new Behavior. Hopefully this fix the CTS change ( KhronosGroup/SYCL-CTS#1171) if not , one will need to disable this new test for SimSYCL
