Admin: Implement event delegation for postbox UI lifecycle

This PR resolves a constraint where postboxes dynamically injected into the DOM (e.g., via AJAX or client-side rendering) fail to respond to toggle events. Previously, the click.postboxes events were synchronously bound to static elements present exclusively during the initial page load execution phase.

By refactoring the .on() bindings in postbox.js to utilize event delegation mapped to the globally cached $document object, we ensure that both initial and subsequent dynamic postbox nodes inherit the correct UI lifecycle hooks.
