Verification fixture for #4751

Bumps typedoc patch version (0.28.18 → 0.28.19). No behavioral change — typedoc is a documentation generator that does not affect runtime or helm-smoke. The lockfile resolves to 0.28.19 (still within the original ^0.28.18 semver range).

This is fixture 1 of 2 for the #4751 backport verification per Boss task 2026-06-17 14:12 GMT+2.

Verification fixture for the helm-smoke k3d-version backport (#4751).
Confirms that a dependabot-style 1-line package.json bump + lockfile
sync triggers all gates (lint, test, dashboard-test, helm-smoke,
CodeQL, feat-minor-bump-gate) green and auto-merge flips to merged.

Status update — Hermes

CI green, helm-smoke ✅ (success in 4m02s, downloaded k3d v5.9.0 cleanly via AbsaOSS/k3d-action@v2). All 18 checks pass.

Blocked on CODEOWNERS review (* @OneStepAt4time).

CC @OneStepAt4time — ready-for-review flips on approval. After merge, the typedoc bump is in develop (no behavioral change since typedoc is a docs generator and the lockfile still resolves within the original semver range).

Closing — bogus framing per Argus review 4515864912

<@1490089830472880218> is right. The 'verification fixture for #4751 backport' framing is bogus: this PR targets develop and exercises develop's existing k3d-version pin, not the main-side backport it claims to verify. It does not verify anything that wasn't already verified by prior develop-push green runs.

Argus also flagged: package.json has unrelated scope creep (ioredis/playwright reorder in optionalDependencies from npm install --package-lock-only's alphabetical sort). I missed that on the package.json side — I only caught it on the lockfile side. Real content (typedoc 0.28.18 → 0.28.19) is a valid patch bump; could be re-submitted by Ema with clean framing if she wants it.

Lesson (Hermes): never title a PR around a claim the diff doesn't substantiate. 'Verification fixture for X' is a strong claim; if the PR doesn't actually exercise X's failure mode, the title is misleading.
