PR includes full DB integration for commands 0x02 - 0x06.
Two additional changes are introduced in DB structure: firstly, a new set of TARGET_MOTOR_* parameters was added; secondly, MOTOR_* parameters, associated with encoders, have been prefixed with ENCODER_ to avoid confusion. Referenced to MOTOR_* values have been updated in source files with the new prefix.
