Move the situational/procedural reference material out of AGENTS.md into docs/ and leave one-line pointers in its place, so the always-loaded guidelines file stays focused on the terse guardrail rules that shape every change.

What moved

  • Debugging And QA — dev ports/data dirs, entity-ID lookups, and the full scripts/bb-dev-app local dev QA launcher how-to → docs/debugging-and-qa.md. Kept the "observe real state, don't assume" rule inline plus a pointer.
  • CLI, Guide, And Skill — the surface-sync checklist (which templates/skills/docs to update) → docs/cli-guide-and-skill.md. Kept the core "keep discoverable surfaces in sync" rule inline plus a pointer.

What stayed inline

The terse guardrails that constrain code directly: Simplicity, Types And Contracts, Server/Daemon boundaries, Data Access, UI theming, Build/Typecheck, Testing.

Note: this branch also carries other in-progress AGENTS.md edits (trimmed bullets under Simplicity/UI/Testing/Debugging, removed Planning Workflow section) that were already in the working tree.
