Updates Dependabot configuration to group dependency updates similarly to yiisoft/package-template, aiming to reduce PR noise by consolidating updates.
Changes:
- Add grouping rules so GitHub Actions updates are bundled into a single PR.
- Add grouping rules so Composer dependency updates are bundled into a single PR.
- Adjust scheduling behavior (weekly for GitHub Actions; daily for Composer) and add additional settings.
