Проблема
Инструкция создаёт служебный аккаунт с уровнем доступа Administrator и токен
со scope
api. Если на инстансе GitLab включён режим Admin Mode (scopeadmin_modeдля personal access token, доступен начиная с GitLab 15.8),токен такого аккаунта без scope
admin_modeне сможет выполнять через APIдействия, требующие прав администратора — запросы завершаются ошибкой 403.
Об этом в инструкции не сказано.
