Remove the proposal refinement period as this arguably wasn't effective (proposals were still being refined much later). Try to organise for the champion presentation to be the week before TPAC, so that we have as much time as possible for ranking and final selection. Also move the initial priority sharing forward a week to give an extra week for cross participant communication and adjustment.
