Since pnpm v11, the
NPM_CONFIG_USERCONFIGenv var is no longer supported for registry authentication and it needs to be replaced withPNPM_CONFIG_USERCONFIG. Ifrun_installistrue, the setup-vp action runspnpm installimmediately after setting up the user config, so we can't inject thePNPM_CONFIG_USERCONFIGenv var. It would be great if setup-vp also exports the variable for pnpm 11 or later.
