The question whether its tested is about running it.

I installed it, verified that the library was installed correctly (xbps-query -Rf xerces-c), then compiled a small test program. I also built XQilla and libgdal.

Then I don't get why you didn't update common/shlibs and revbump the packages that depend on the old soname.
