This PR bumps ctor from 0.12.0 to 0.13.01.0.01.0.1 and adapts a few files to a change in ctor.

GNU testsuite comparison:

GNU test failed: tests/head/head-write-error. tests/head/head-write-error is passing on 'main'. Maybe you have to rebase?
Skipping an intermittent issue tests/tail/symlink (passes in this run but fails in the 'main' branch)
