GNU testsuite comparison:

Skip an intermittent issue tests/shuf/shuf-reservoir (fails in this run but passes in the 'main' branch)
Skip an intermittent issue tests/sort/sort-stale-thread-mem (fails in this run but passes in the 'main' branch)

Yeah, it's unclear to me though, should we make all the dependencies to also be depending on the newer nix version? Or can we ignore the linting here?

ctrlc bump is blocked by redox OS. See #10433
