Experiment: refresh directed guidance for occupied ports

Temporary GitHub Actions-only experiment. The route graph was computed before any route was committed, while A* rejects ports occupied by earlier routes. This refreshes the existing directed map when a cross-layer route starts, using the current port assignments. It changes no topology, layer, via, intersection, or output geometry rules.
