Experiment: retain directed guidance to the goal region

Temporary GitHub Actions-only experiment. The production diagnostic shows candidates on the destination layer can still be 12–14 directed hops from the goal. This removes the destination-layer cutoff so the existing route-graph heuristic remains active until the candidate reaches the actual goal region. No topology, layers, vias, or collision rules change.
