Update to rails 5.2 and jsonapi-resources 0.9.10.

• Update to jsonapi-resources 0.9.10
• Locked to sqlite3 version 1.3.x because 1.4 does not seem to work with Rails 5

All specs are passing in Rails 4.2 and 5.2. Please review.

@martijnbolhuis, unfortunately this library doesnt appear to be maintained anymore. There a number of similar PRs open right now. Perhaps some brave community member who still acrively uses this should publish a fork?

@benreyn I wanted to use this in a new project because it is still being recommended by the jsonapi-resources gem documentation. However, I found the jsonapi-authorization gem which is doing something similar as this but seems to better maintained.
