Don't accept frozendict in PyDict_Watch() and PyDict_Unwatch(). A frozendict cannot be modified, so it's not useful to watch for modifications.

Element and SubElement of xml.etree.ElementTree now also accept frozendict for attrib. Export _PyDict_CopyAsDict() function.

Rename _PyDict_Copy() to anydict_copy(). Replace PyObject_IsInstance(op, &PyFrozenDict_Type) with PyFrozenDict_Check().
