Apps pick up widget updates on next reload, and react-lang no longer depends on the Devtools package.
The widget contract takes library refs, not plucked createRoot/createPortal.

Apps pick up widget updates on next reload, and react-lang no longer depends on the Devtools package.
The widget can load from the CDN without bundling React, observability, or react-lang into that file.
…unt. Cherry-picked createRoot/createPortal would force a protocol bump the next time the widget needs another react-dom API.
