docs: update TIP-403 compound policy spec

• update the TIP-403 spec to include TIP-1015 compound policies
• document compound policy creation, role-specific authorization helpers, compound policy data, event, and invariants
• update TIP-20 usage guidance to describe sender, recipient, and mint-recipient checks

• pnpm run check:types
• git diff --check
• pnpm run build (blocked by Vocs external OpenAPI fetch timeout before page compilation)
