chore(release): align runtime 0.123 with current contracts

What changed

• release Runtime 0.123.0 against Eval 0.142.2, Interface 0.43.0, Knowledge 7.0.7, profile materializer 0.10.2, and Sandbox 0.17.2
• require Interface 0.43.x so the whole published set shares one canonical profile contract
• remove the two obsolete Sandbox AgentProfile conversions and pass the canonical profile directly
• regenerate signed testing fixtures against the current Eval contract
• publish Bench 0.7.0 and ship the 0.122 agent-graph API that reached main without a published package

Proof

• GitHub: all 4 jobs passed at 0ca4c209 (ci, packed-cohort, agent-bench, official-optimizers)
• full suite: 2,330 pass, 6 skip, 0 fail across 200 passing files and 2 skipped files
• exact packed set: Interface 0.43.0 + Eval 0.142.2 + Knowledge 7.0.7 + Runtime 0.123.0; 49 public imports resolve from 4 exact archives
• Bench package verification passes with the fixture-only test identity exemption required by the global Git hook
• lint: 547 files pass; docs are current; frozen install and package verification pass
• Pi + DeepSeek V4 Flash reviewed exact final commit and returned APPROVE
• merge simulation against current origin/main: 20a8da02d24d86437372453fad3b87e53c57f819

Cleanup accounting

• 9 obsolete conversion references removed
• 27 net source lines and 1,574 source bytes removed across 2 files
• 30 pre-existing dependency cycles remain unchanged; this release adds 0
