Refactored the Blazor Getting Started section for Sparkline component to include updated guidance for Web App and Web Assembly (WASM) render modes.

• Added clear steps to create Blazor app using Visual Studio, VS Code, and .NET CLI for all modes.
• Updated instructions for installing required packages and configuring render modes.
• Included guidance on where to set render modes.
• Updated how to run application across all environments.
• Added copy to clipboard option.
