We were seeing exit code 1603 when installing visual studio on top of an existing installation. The GitHub Actions Windows runners ship with VS 2022 pre-installed
Update the VS installation to run setup.exe modify to add required packages if they don't exist. Only install fresh when no VS 2022 installation is found at all.
Update pre-existing VS installation on the runner rather than trying to clobber it with a full reinstall.
