chore: replace eslint with oxlint

Just trying things out. For a proper migration, we ought to have a shared oxlint config similar to our eslint one. The 2m 48s lint job becomes a 5s job on CI.

Also, see oxc-project/oxc#12018 as that makes maintaining the ruleset more difficult without it
