Description
Nowadays the build action runs most of the make targets only for operators repo based on
clusterOperatorBuildparameter. This is not much suitable as other repos requires same targets to be run and are not clearly main operators repo. This PR changes the mechanism to run the make target if it's specified by makefile.Checklist
