Anticipate Max-plan usage ramping from ~80% off to full price over ~3 months. Codify cost-reduction practices and make the price assumption a single source of truth. - provider-pricing.ts: add Opus 4.6/4.7/4.8 ($5/$25) and Sonnet 4.6 pricing, refresh Haiku 4.5 to $1/$5 (2026-05-26 list prices); add MAX_PLAN_DISCOUNT_RAMP + effectiveSpendMultiplier()/effectiveCost() so routing, budgets, and docs share one ramp model - docs/cost-optimization.md: guiding principle (model-agnostic, route by task value, govern/audit/control), spend inventory, practices ranked by impact, 3-month phased playbook, guardrails - CLAUDE.md: add Cost Optimization section + link to the guide - tests for the pricing table and discount ramp
