HA 2026.2 and Car Charging Documentation changes

Major documentation changes:

• Update throughout for HA 2026.2, change add-on/app terminology and developer tool instructions
• Move all car charging setup instructions (from apps.yaml) into car charging doc

Bug fixes and minor code changes:

• Update carbon intensity config in apps.yaml templates to new postcode format
• 'Iboost Max Import Boost Price' variable in Config file keeps randomly/periodically setting back to default value of 1000.0p/kWh #3306 change iboost_rate threshold default values from 1000 to 100 (p)
• Log message reformatting
• Historical load totals - Typo error in Log - The day numbering is reversed #3349 correct historical load log sort order
