Removed 'Power Monitoring' and 'Atmospheric Network' from Engineering section, and added 'T-Ray Scanner'.

With my PR to add more shop conditions and actions for pAIs, I though it would be nice to get ahead and make a doc to make it clear limitations of what those should be.
