What does this PR do?
Make API rate limits configurable via env
Adds API_RATE_LIMIT_AUTH_PER_MINUTE and API_RATE_LIMIT_GUEST_PER_MINUTE with the current hardcoded values (200/60) as defaults, so self-hosted instances can tune throughput without patching source.
