Introduces a new function, ValidateEthBalMonAcceptOwnershipConfig, to validate the configuration for accepting ownership in the EthBalMon instance. This includes checks for provided chains and their existence in the environment. Additionally, a new input type, EthBalMonAcceptOwnershipInput, is defined to support this functionality.
