- tasks/rails-sample.yaml: Updated the coder prompt from a health check endpoint to a hello endpoint. It now asks for `GET /hello` returning `{\"message\": \"hello\"}` while keeping the controller test requirement.

- Assumption: The request "Add a hello endpoint" applies to the existing Rails sample task definition in this repository (which is where endpoint behavior is currently specified).
