When validating cpflow workflow changes with the documented bin/test-cpflow-github-flow script, this Checkout control-plane-flow actions step is compared against EXPECTED_CPFLOW_CHECKOUT_ACTION, which still contains the old actions/checkout@de0fac2e... SHA at bin/test-cpflow-github-flow:133 and is enforced at line 191. With this step now using 9c091bb..., the cpflow readiness check aborts even though the workflow was intentionally bumped, so the local/generated GitHub Actions validation is broken until the expected SHA is updated too.
