Working with @BMagnu on this one, but this seems to solve a very old bug with inverted models when rendering to RTT.

Notably this code was mostly commented out way back in 2006 to address an unspoken issue with ATI here:

Pending further investigation and testing on other systems/video cards, this Fixes #4385

Setting this to "request changes" while I investigate this further.
The CCW is almost certainly what actually fixes this, no idea why the renderbuffer stuff is required, even though we apparently never switch to that FBO
