The setting was being used in `psql`, but not when POSTGRES_BACKUP_ALL is set.

Ohhhhh it looks like this PR is included in the changes of #164 - I haven't seen that one before. |
It was yielding an error "user lookup failed: user: unknown user /bin/sh"
