Add RunePulse plugin

[Samavajr]

Adds RunePulse, a RuneLite plugin that sends opt-in telemetry (XP gains, gear snapshots, boss KC) to a user‑owned backend.

All data is sent to runepulse.org for viewing. View samava2 for a live view of what is captured.

I would appreciate any information on why this doesnt pass, if it fails. Thank you

Data collected:

• In‑game username
• Skill XP changes and baselines
• Equipped gear snapshots
• Boss kill count chat messages

Security & privacy:

• No email, password, or authentication credentials are collected.
• Pairing tokens are stored server‑side as hashes (not plaintext).
• Telemetry is opt‑in and can be disabled per‑category in RuneLite.
• Users can mark profiles private via the in‑plugin toggle.
• Data is sent over HTTPS to a user‑owned backend.
