Add cox run energy reminder plugin

Adds the cox run energy reminder plugin. When this plugin is enabled, it will stop the user from starting a COX raid without a stamina potion in their inventory. If the user tries to start a raid without a stamina potion, then a game message will be displayed stating they need to have a stamina potion.
