Description

This pull request introduces a new feature for monitoring the health of Iceberg topics in Redpanda and updates the documentation to reflect this addition. The main changes are the addition of a release note describing the new Admin API endpoint for Iceberg health monitoring and the inclusion of a navigation link to the new documentation page.

Iceberg Health Monitoring Feature:

• Added a release note describing a new Admin API endpoint for monitoring the health of Iceberg topics, including catalog reachability and per-partition commit lag, with a link to the documentation for more details.
• Added a new entry to the navigation (nav.adoc) for the Iceberg health monitoring documentation page.
