Issue radxa-docs#643 reported the ROCK 3 series README lacks hardware resource download links. Add a Resource Download section linking to each model's download page (schematic, placement map, 2D/3D drawings), bilingual zh + en. Fixes radxa-docs#643

Summary
Issue #643 reported that the ROCK 3 series README (https://docs.radxa.com/rock3) lacks hardware resource download links.
Each ROCK 3 model already has a dedicated resource download page (schematic, component placement map, 2D/3D drawings, etc.), but the series landing page did not link to them, making hardware resources hard to discover.
