Something a bit weird with the current python code is we have a file called
demutil.py, however this is technically just one tiny function related to DEM decomposition and so here we clean it up by moving it into the decomposition code and removing that file.For consistency with the unix philosophy of the other demutil code, we also add a small CLI.
