This pull request regenerates the Protocol Buffer Python files and type stubs (*_pb2.py and *_pb2.pyi) under qualtran/protos/ using a newer version of the protobuf compiler (version 6.33.5). The updates include adding runtime version validation, refactoring type annotations and imports in the stub files for better compatibility, and renaming global type aliases. I have no feedback to provide as these are automated compiler-generated changes.
