This PR introduces 2 changes to the project.
setuptools. At the same time it drops dependency oncalver, resolving Make it possible to post multiple-releases-in-a-day #86.toxas a command automation framework, replacingmakeand Makefile. This makes running commands cross-platform (makeis not a builtin command on Windows).
