There was a problem hiding this comment.
docs-test runs locally when i fix this. it turns out the page renders but it breaks the target populating. (i think)
that's a really interesting bug if that is the issue.

I think the recurring CI issue is due to a syntax error on a page with a target, and Sphinx can't render the target. let's see.
