Adds a /learn/ page answering the GSC query "how do i set up a persistent stable webhook endpoint url that does not change every time i restart?" — a practical guide covering static IP + DNS, pinned-domain tunnels, and Pilot's permanent virtual addressing with real pilotctl commands (set-webhook, gateway). Lives under /learn/ so it is intentionally unlisted from /blog/ and the nav until after launch; the sitemap picks it up for indexing.
