Adds a new comment flag for MariaDB specific comment commands.
Parses tokens inside comments like
/*M!100300 COMPRESSED */MySQL specific comments are also handled unconditionally (no version check), so I kept it the same for the new comment type.
Fixes phpmyadmin/phpmyadmin/issues/20332
