Similar to `ReflectionClass::getMethods()` and `ReflectionClass::getProperties()`, this new `$filter` argument allows the filtering of constants defined in a class by their visibility. For that, we create three new constants for `ReflectionClassConstant`: * `IS_PUBLIC` * `IS_PROTECTED` * `IS_PRIVATE`
