feat: add support for not loading and take down malicious extensions

1. Deprecate ai control extension in extension store as we are integrating it directly into core.
2. don't load extension list, should only apply to first party extension. users should always have option to install thirdparty extension unless its a security issue.
3. warning will now show if user installed extension and we didnt load it.
