This PR adds built-in Emmet support for CSS, LESS, SCSS to Phoenix.
When an abbreviation can be expanded into a CSS property, we display that property as a code hint with the highest priority. A small "emmet" icon is shown at the right of the hint to indicate that the hint is coming from Emmet.
