Fix packaging issue where
fastapi_websocket_pubsub[all]failed to install due to a bogus dependency, and add CI guard.Installing
fastapi_websocket_pubsub==1.0.1with any extras failed because its wheel metadata listed a non-existent dependency (tls-cert-refresh-period). This causedpip >= 25.0to abort installation. This PR resolves the issue by releasing version 1.0.2, improving build robustness, and adding a CI guard to prevent similar problems.
